December Legislative Recap
Dear Friend,
I hope you spent this Christmas surrounded by family and friends. And as we enter the new year, I wish you joy and success!
In December, we celebrated several wins for the people of Nebraska, including four of my bills that have now been signed into law.
Read more about my work for you below.
Offutt Air Force Base
In addition to being the home of the U.S. Strategic Command (STRATCOM), the 557th Weather Wing, and the 55thWing of the Air Combat Command, I announced that Offutt Air Force Base was selected as the location of the new 95thWing.
The 95th Wing is expected to be fully operational by January and will add 70 personnel to Offutt!
Defense Bill Wins
This month, the NDAA passed Congress and was signed into law by President Biden. In it, I secured dozens of defense provisions, including:
- Authorizing a 4.5% pay raise for military members.
- Authorizing $164 million for facilities at Offutt Air Force Base.
- Authorizing $8 million to support STRATCOM and the 557th Weather Wing.
- New measures to strengthen nuclear preparedness, including strategies to counter foreign threats, better oversight of nuclear programs, and improvements to key defense infrastructure.
- Authorizing the Navy and NNSA to explore options to field the Nuclear-Armed Sea-Launched Cruise Missile on a faster timeline.
- Mandating that the DoD must notify Congress if the Secretary of Defense can’t perform the duties of the office.

University of Nebraska-Lincoln’s University Singers
The University of Nebraska—Lincoln’s University Singers accepted my invitation to perform during the 60thPresidential Inauguration.
These incredibly talented students will not only represent our university but will also showcase the spirit and excellence of Nebraska to the entire country.
Land Transfer Act
After years of roadblocks, my legislation to transfer control of the Bureau of Reclamation’s Swanson Reservoir land and the Red Willow Reservoir land to local officials finally passed the Senate. This means that the residents, who were at risk of losing their access to the land will be able to stay in the communities they’ve built.
The bill was signed into law on December 24th.
Tribal Colleges and Universities
Native voices deserve to be heard in decisions that directly impact their communities, and too often Tribal Colleges and Universities (TCUs) are excluded from the federal funding decision-making process. My legislation to give TCUs a seat at the table was signed into law on December 23rd.

Last month, my legislation protecting railroad employees’ unemployment and sickness benefits was signed into law. This is great news for Nebraska’s railroaders!

I joined “Cavuto: Coast to Coast” to discuss President Trump’s new Department of Government Efficiency (DOGE) and its mandate to reduce wasteful government spending.
