Dear Friend,
As 2023 came to a close, I hope you spent the holiday season with family and friends. We have so much to celebrate here in Nebraska and across our great country. As we enter this new year, I wish you continued joy and success!
In December, I fought to strengthen America’s military and support Nebraska by securing funding for crucial priorities in the National Defense Authorization Act.
The administration proposed a new nursing home staffing rule in September that would hurt facilities across Nebraska and could force many to close. I introduced legislation last month to stop this harmful regulation.

The federal government’s primary responsibility is the safety and security of this nation. As a senior member of the Armed Services Committee, protecting America my top priority.
I spoke on the Senate floor about ending the boom-and-bust cycle of production that has put us dangerously behind adversaries like China and Russia.
During my remarks, I cited a Wall Street Journal article which highlighted the lack of military preparedness of our allies.
I secured dozens of key national security provisions in the National Defense Authorization Act. As the threats from China, Russia, Iran, and elsewhere grow, I will continue to advocate for our nation’s national security in Congress.
I wrote a letter to Secretary of Homeland Security Alejandro Mayorkas criticizing the closure of the international railway crossing bridges in Eagle Pass and El Paso, Texas.
In the Senate, I’ll keep holding the administration accountable for its poor policies and work to solve the national security, humanitarian, and now economic crisis at our southern border.

On September 1, 2023, the Centers for Medicare and Medicaid Services (CMS) proposed a rule that would mandate new minimum staffing standards for long-term care facilities.
According to CMS, 75% of nursing homes would have to increase staffing to comply with the proposed standards. This standard will be even harder to meet in rural areas, which already face historic staffing shortages.
Last month, I spoke on the Senate floor about this misguided mandate that will prove to be destructive for rural communities across Nebraska and nationwide.
My legislation, endorsed by over 100 organizations, would stop the proposed nursing home staffing rule and prevent the closure of these facilities across rural Nebraska.
